Groundwater Justice in California by Karen Madsen
California, with its dry climate, large population, and huge agricultural industry, has always struggled with water supply. Exacerbating the problem, surface and groundwater resources are increasingly polluted.
Currently, one million Californians receive unsafe municipal drinking water everyday, and burden falls most heavily on poor communities in agricultural regions. Some residents in rural areas must drive 30 to 50 miles weekly to buy bottled water.(1)
Many of the pollutants found in municipal water are by-products of agricultural activity, including nitrates, pesticides, and bacteria. Nitrate has been indicted as the cause of a wide array of health problems, including gastrointestinal distress, blue baby syndrome, cancers of the digestive tract, depression, headaches, and miscarriage, among others. Children and women are especially vulnerable.(2) Many pesticides are toxic to humans, and cause health issues like neurological degradation and endocrine disruption. Eleven pesticides that are known to have poisoned aquifers in California continue to be used in agriculture.(1)
The burden of such pollution is not equitably distributed. Research conducted by Carolina Balazs at UC Berkley found that communities in the Central Valley with higher proportions of renters and people of color received higher concentrations of nitrate in their municipal drinking water. These counties, as compared with counties with more home-owners and larger white populations, also face more overall violations of the Safe Drinking Water Act.(3)
Grass roots movements and environmental justice organizations have brought attention to water injustice problems. Residents of many neighborhoods have overcome language barriers and hostile water boards to force change. In Ducor, CA, residents formed a community-based organization, Si Se Puede en Ducor, and tried to meet with the water board to discuss the quality of their drinking water. The board canceled its meetings without notice for months. The residents sent letters of complaint to the California Department of Public Health and contacted the media. Eventually, Si Se Puede en Ducor was able to pressure the water board into performing maintenance on the distribution system.(1)
Tooleville, CA, a tiny community of farm workers (many living below the poverty line), relied on water from two groundwater wells. They began getting sick from the nitrate and bacteria in their drinking water. In order to bath their children, some mothers were buying five-gallon jugs of bottled water. To get help from the County Department of Environmental Health, Tooleville had to organize its water board into a legal entity. The water board had only $20 dollars in its bank account, and half its member spoke only Spanish, while the other half spoke only English. Yet, they were able to organize and received state and federal funding to improve their water distribution system.(1)
The Legal Basis for Groundwater Justice in California
In 2007, Dan Gildor of the Environmental Law Foundation sent a letter to the State Water Resources Control Board outlining the legal basis for better groundwater protection. The legal framework began with the California Porter-Cologne Act and Federal Clean Water Act in 1969 and 1972 respectively. These Acts claim as their goal the protection and maintenance of water quality, and thus, degradation should not legally be occurring. Additionally, California?s Antidegradation Policy includes the Resolution 68-16-Statement of Policy with Respect to Maintaining High Quality of Waters in California in 1968. This Policy requires water quality to be maintained at the level that allows the maximum benefit to the people of California.(4)
Over the last decade, policy makers have reached a consensus that many groundwater problems in the state are caused by regulatory disorganization. In 2001, the Natural Resources Defense Council reported that while surface water was regulated and monitored under a statewide program, groundwater was subject to a patchwork of municipal, state, and federal legislation. They wrote:
?Several government agencies compile incomplete reports on groundwater basins and potential groundwater contaminants. Each agency approaches the subject from a distinct perspective, based on its individual mandate, and no single agency provides a comprehensive, reliable, qualitative analysis of the resource as a whole.?(5)
In 2005, the California Department of Water Resources published a new Water Plan for the state, which envisioned a better integrated water management strategy. The Plan called for the state government to take the lead in water management and also to better articulate the role of state, federal, and local agencies.(6)
But these challenges are on-going. This February, David Guy, President of the Northern California Water Association, called for more integrated management of groundwater and surface water resources at a California Assembly Water, Parks and Wildlife Committee oversight hearing called ?Management of California?s Groundwater Resources.?
He explained that that an integrated approach to surface and groundwater management had allowed the Sacramento Valley to maintain its groundwater supply, and that the only areas within the valley that had experienced over-drafting were those that lacked access to surface water supplies.

One of the challenges of creating your own gene sequence is to make sure that the expression meets expectations. Producing large amounts of protein from a given gene sequence open reading frame (ORF) can be challenging. Since many different codons (group of 3 nucleotides) can code for the same amino acid, it has been found that some combinations have better expression than others in given host organisms. It is interesting to note that many of the more interesting gene sequences often produce low amounts of protein in wild type cells, however doing some simple codon swaps can improve the gene expression in many cases. When optimizing a sequence, it can be seen in some cases that over one third of the nucleotides in the ORF can be adjusted without changing the protein product. Because of this variability in genes sequence, there are and exorbitant amount of different sequences that can code for any given protein, and some "perform" better than others. Some methods for optimization include, but are not limited to; removal of rarely used codons and removal of RNA secondary structures. In the case of E.coli optimization, codons that are used more often are those corresponding to tRNA's that retain amino acid charging during starvation. To help with this enormous task of optimization, computer software can aid in the ability to optimize sequences efficiently. Great improvement in expression has been seen, and in some cases, 100 fold improvements in expression has been reported. When coming up with a truly optimized sequence, the only way to produce it is by custom gene synthesis.

As an agent with the Shogun, Yoshi takes on the shishi - revolutionaries against the shogunate.
Fact Behind Fiction
Wikipedia says that the fictional trading enterprise - Struans is according to Hong-Kong primarily based conglomerate Jardine-Matheson, whose history mirrors that of Struans. Also, the Toranagas are according to the Tokugawa Shogunate set up by Ieyasu Tokugawa immediately after the battle of Sekigahara.
The two primary characters - Malcolm Struan and Yoshi Toranaga are according to real people. Malcolm's character is said to be according to Jardine-Matheson tai-pan William Keswick, who set up Jardine-Matheson's Japan office in Yokohama. Bushido went from being an art that was practiced and lived, to a science which was studied and praised.
After the Battle of Sekigahara inside the starting with the seventeenth century Ieyasu Tokugawa was the only remaining general of consequence in Japan. Though the emperor was the ruler of Japan, his power was purely nominal. Ieyasu promised the emperor and his family members financial backing and assumed for himself the title of 'Shogun' or military dictator. Thus was founded the Tokugawa Shogunate.
Ieyasu Tokugawa - a brilliant strategist immediately put into place systems which ensured that his family's position was ensured while keeping all his subjects in control through the practice of 'keeping hostages'. Ties had been founded through intermarriage and small business. The lords and samurai were encouraged to spend lavishly so that they would remain in debt and would come to be accustomed to some life of luxury, always easily intimidated by the military dictatorship whenever required.
This strategy is reflected while Yoshi Toragana reads the first Toranaga Shogun's legacy:
'At the same time,' he wrote in his Legacy, a private document for selected descentdants, ' next Shoguns are ordered to encourage all daimyos to build extravagantly, to live elegantly, to dress opulently and entertain lavishly, to quicker to divest them of their fief's yearly revenue of koku which, by correct immutable custom belongs only to the daimyo concerned. In this way all will quickly turn out to be debt ridden, ever additional dependant on u s and, much more important, without teeth - while we continue to be thrifty and eschew extravagance.' (p.106)
The Tokugawa kept a company grip within the nation, but were nevertheless blindsided and energy slipped away. The profits generated by the extravagant spending with the daimyos (lords) remained inside the fingers of artisans, peasants and merchants because tax collections remained unchanged for that entire duration with the Shogunate. The samurai - whose purpose was duty to the master, had always held merchants in low esteem. Indeed in Japan's stratified society merchants were the lowest class below artisans and peasants. Artisans and peasants around the other hand had been subject to immediate decapitation in the hands of samurai for any real or notional slight. By the nineteenth century however, the samurai were in deep financial trouble; they were purely consumers without any productive function in society. Inevitably they had to give up their honourable retainership and take up any job that was available to feed their families.
Akimoto hesitated. 'I heard from my father.' He began haltingly but quickly the words were pouring out. 'A letter arrived through the mama-san at Kanagawa... there's famine inside the village, in the whole area, your family is hurting too, so sorry to tell you. Two of my little cousins have died. Three of my uncles gave up samurai class and their swords - they sold them as part payment for debts to the money lender, swords that had been used in Sekigahara - to be fishermen, at least they are working the nets for boat owners, dawn to dusk, to get a little cash! (p.807)
It was the flexible Japanese population that prospered. With exposure to the west through the merchant ships that brought international trade to Japanese shores, the merchants, artisans and citizens that adopted a relatively a lot more materialistic view made money and gave employment increasing productivity.
Hiraga sighed. He had noticed that anything to do with 'business' right away got gai-jin attention. Poetry, not at all, calligraphy nothing, sword-forging a little, politics, yes, but only as it affected trade, but an opportunity to sell something for a profit - anything, a ship or a canon or cup or knife or length of silk - brought instant results. They're worse than rice dealers! Their food is money.

The History of Gohan by Peter Young
Gohan is the oldest son of Goku and Chi-Chi. At the beginning of DBZ, he shows tremendous power at the age of 4, becoming at the moment the most powerful fighter in the universe. After Gokus death, Piccolo took him to train in the wilderness for the arrival of the Saiyans. Piccolo is changed by Gohans innocence, and gives his life to protect him. He goes Oozaru against Vegeta, and saves his father. On Namek, he helps retrieve all the dragonballs with Krillin and Bulma. Gohan stalls Frieza long enough for S.S. Goku to return to the battle on Namek. He defeats Garlic Jr. in the Garlic Jr. saga.
During the Cell saga, he also trains in the Hyperbolic Time Chamber, where he goes Super Saiyan. Along with his father, he learns how to maintain that form. During the Cell Games, during Android 16s death, he becomes the first person ever to go Super Saiyan Two. He kills Cell during a Kamehameha face-off with help from his dead father. 7 years later, he now has a 6-year-old brother named Goten(who was apparently conceived before the Cell Games) who can go Super Saiyan, but cant fly. That does not last long. Trunks is now 7, and can also turn S.S. He starts helping people, but under a superhero guise called the Great Saiyaman, who wears stupid clothes, does stupid poses, but always saves the day. The cover does not last long.
During the World Tournament, he is injured by Babidis henchmen. He soon learns how to use his Super Saiyan powers without transforming, called Mystic form. Contrary to popular thought, this is not more powerful than S.S.2 form. He simply had a power boost, and Mystic form is simply his S.S. powers without transforming. It is exactly as powerful. He starts pounding Majin Buu, but gets tricked, then absorbed. He dies when the earth blows up, but is revived like all the others.
At the end of DBZ, he settles down as a scholar and marries Videl, and has a daughter named Pan, who is a major character in GT. He is also possessed by Bebi, but he is exorcised from his body. He does very little training or fighting after the Maijn Buu saga. Gohan was the cutest character until he became a teen, when Goten replaces that spot. He is socially handicapped, as he is a big nerd. As the Great Saiyaman, he is even nerdier. In early DBZ, he and Krillin are pretty much inseparable. Gohan used to idolize Piccolo, dressed like him, and fights like him. Masenko-Ha, Gohans second most powerful attack, was originally Piccolos attack.
The most distinct thing about Gohan is that he has the most potential of all. If he trained as much as Goku, he would easily be the most powerful fighter of all. But since he is a scholar, he never realizes his potential. Gohan is my personal favorite character.
By the end of DBZ, he is the second most powerful fighter, second only to Goku. His power comes from his anger. The angrier he gets, the more powerful he is. Gohan is actually very tolerant, so it takes a lot for Gohan to snap. Instances are Raditz hurting his father, Frieza almost killing S.S. Goku, Garlic Jr. hurting Piccolo, Dr. Willow hurting everybody, remembering his friends deaths(resulting in his first Super Saiyan transformation), the death of Android 16(his first S.S.2 transformation), Bojack hurting the Z fighters, and several other instances. In GT, he is the third most powerful fighter. All in all, Gohan is a powerful addition to the Z fighters.
